City of Kuopio: Educational Video Management

Centralizing educational videos and integrating video workflows with Moodle and digital learning.

The City of Kuopio uses Icareus Video Cloud to manage, publish, and distribute educational video content as part of its wider digital learning environment. The new platform replaced Kuopio’s previous KuopioTV solution, bringing lesson recordings, integrations, access management, and live streaming into one scalable service.

Kuopio has used video in education for several years, particularly at Kuopio Classical Upper Secondary School, where teachers record lessons in subjects such as mathematics and natural sciences. The recordings allow students to revisit teaching, review important topics, and learn at their own pace.

Challenge

As Kuopio’s educational video library grew, the city needed to modernise the technology behind KuopioTV while preserving years of existing content and making video easier to use as part of everyday teaching.

The previous service contained several terabytes of lesson recordings, educational materials, and other video content. Moving to a new platform therefore required not only a reliable migration, but also support for Kuopio’s existing digital learning environment and user management practices.

Kuopio needed to:

  • Migrate thousands of existing videos to a new platform
  • Preserve important metadata, categories, and access rights
  • Provide secure and simple access for teachers and students
  • Integrate video with Moodle and other education services
  • Make a large and growing video library easier to organise
  • Manage both recorded content and school live streams
  • Create a flexible foundation for developing the use of video in education

Solution

Icareus migrated Kuopio’s educational video content to Icareus Video Cloud and implemented a central platform for managing, publishing, and streaming video across the city’s learning environment.

Thousands of videos – approximately five terabytes of selected content – were transferred from the previous platform using APIs in around one week. Essential metadata, categories, and access rights were retained during the migration, which Icareus delivered as a turnkey service.

MPASS authentication was implemented to make access straightforward for teachers and students. Teachers can use their familiar education-sector credentials to access video administration and publishing, while students can use MPASS to access video content intended for them.

The Icareus Video Cloud Moodle LTI integration also brings video directly into Kuopio’s Moodle courses, reducing the need to move between separate systems. SnellmanEDU, which manages Kuopio’s Moodle environments and coordinates the city’s Icareus Video Cloud accounts and integration, can support the video service as part of the wider digital learning environment.

To make Kuopio’s extensive video library easier to navigate, Icareus also developed new hierarchical menu options for video pages. Categories and subcategories can be organised and reordered as content volumes and usage needs evolve.

The same platform can also be used to manage school live broadcasts, such as spring and Christmas celebrations, alongside recorded educational content.

Results

Icareus Video Cloud gives Kuopio a modern and scalable environment for managing educational video while connecting it more closely with the digital services already used by teachers and students.

The city can now manage thousands of videos, access rights, recordings, and live streams within one platform. MPASS authentication simplifies access, while the Moodle integration makes it easier for teachers to include video directly in their courses and everyday teaching.

The successful migration also preserved years of educational materials and their supporting metadata, allowing Kuopio to continue using existing content without rebuilding its video library from scratch.

With a common technical foundation now in place, Kuopio can continue developing the use of video in education and evaluate expanding lesson recordings to new subjects, other upper secondary schools, and potentially basic education.
